Susie called the meeting to order at 6:05 P.M, Stephania gave the opening prayer.

The minutes of the September 27th Church Council were distributed.

Financial Report: Dan stated that Aug. and Sep. had been difficult months. We had to borrow $50,000 from a restricted account. There has been an increase in our property insurance. July through September are typically low giving months and we expect giving to increase in the future.

Committee Reports:
Trustees – Zac said that the maintenance staff had discovered a leak near the Good Shepard Window. They are getting estimates on repairs costs and expect them to be substantial. The trustees had All State Security install alarm systems on the front door of the CLC and the northeast door of the church. Cameras will be operational soon.

UMW – Patsy reported that the soup luncheon was the best to date with about $3,500 raised. This money will be donated to charities helping women and children.

Missions – Miles said that our work with San Jacinto elementary school was going well.

Children’s Council – Chelsi reminded us that Trunk or Treat is this Monday. The Christmas program will be Dec. 4th and they want to make it a church wide event. There will be an Advent workshop Nov. 30th.

Permanent Endowment – Autumn noted that she had met with two representatives of the Texas Methodist Foundation. One of these representatives will meet with her committee on Nov. 3rd.

Staff Reports:        
Merri said that the children had made trail mix to be sold at the Christmas in October fundraiser held at the Civic Center. The kids will be caroling for Sunday school classes on Dec. 4th as well as having a gingerbread house competition.

Joshua reported that two girls from the Wesley Foundation have been helping with the female youth and Gerald Gilkey has been helping with the boys. The Youth department is planning a ski trip to Purgatory and a mission trip to Colorado Springs. They will also be participating in a youth retreat Nov. 11-12 that will include several churches of various denominations.

Pastor Lesly has been addressing the nominations process. His focus is to get away from a staff run church. He noted that there will be a church/charge conference Dec. 6th. He hopes the District Superintendent will call a charge conference only. No reports are required for the conference, it will approve pastors’ compensation and nominations. Pastor Lesly asked the Council to be thinking about the budget. He also announced that a new multimedia person has been hired as Lindsey has resigned.

 As of Oct. 17th 135 of the almost 200 churches in the Northwest Annual Conference had voted on disaffiliation. 118 chose to disaffiliate; 7 voted to remain UMC; 5 to delay the decision; 3 the results are not known; and 2 churches have decided to re-vote in 2023. Of the 118 churches who voted to disaffiliate 5 are going independent; 62 are joining the GMC and 51 are discerning what to do. The bishop expects there to be 82 UMC churches in the NWTX annual conference as of Jan. 1, 2023. There will be a one day Annual Conference held Dec. 3 to vote on the churches who have chosen to disaffiliate.

The GMC West Plains annual conference is getting organized. They expect to be fully functional as of 1/1/23. They believe that 900 churches in Texas will join the GMC.

Dan reported that Study Group #1 will be meeting tomorrow with the pastor of one of the churches we have chosen to study. We are having some difficulty setting up a meeting with the second church.

Susie said that the members of Study Group #2 have been researching different options on their own.

It was decided to change the next Church Council meeting to Nov. 14th where we will discuss the findings of the two study groups.  We will not meet in December.

The Council set the following timeline:
Church wide fasting and prayer Jan. 15th through 29th.
Church Council meeting Jan. 19th.
Congregational meeting Sunday Jan. 22 at 4 P.M. for Council to report to the congregation and make a recommendation.
Jan. 29th vote on disaffiliation.
The Jan. 22nd meeting will be put on our YouTube channel for the congregation’s convenience.
The Council decided to stop transferring memberships into our congregation Dec. 1, 2022 through Jan. 29, 2023.

Pastor Lesly closed the meeting with a prayer.
